Vote In-person at the 2024 York Region District School Board Trustees By-election (Richmond Hill Wards 1, 2 and 4)


All voting for the York Region District School Board Trustee By-election (Richmond Hill Wards 1, 2 and 4) will be in-person. Voting will be available on Saturday, July 13, 2024 and Sunday, July 14, 2024 from 10 a.m. to 6 p.m. and on Voting Day, Monday, July 15, 2024 from 10 a.m. to 8 p.m.

Eligible voters are encouraged to confirm their information is correct and complete on the Voters’ List to ensure a smooth voting process.

Trustee Vacancy


On April 2, 2024, the Board of Trustees accepted the resignation of Crystal Yu, trustee for Richmond Hill, Wards 1, 2 and 4. 

At the April 2  Board Meeting, trustees of the York Region District School Board met to decide how to fill the trustee vacancy in Richmond Hill, Wards 1, 2 and 4 following the resignation of Crystal Yu. The Board will fill the vacant trustee position through a by-election.

To fill the vacant position, the Board has directed staff to contact the City of Richmond Hill to begin the process of holding a by-election.

  • By-Election Nominations close after 2:00 p.m. on Friday, May 31, 2024

  • By-Election for the City of Richmond Hill, Wards 1, 2 and 4 will be held on Monday, July 15, 2024

 

Joint Compliance Audit Committee information


In accordance with Section 88.37 (1) of the Municipal Elections Act , every municipality and district school board must appoint a Compliance Audit Committee before October 1 of an election year. The purpose of the committee is to consider and make decisions on applications made under Section 88.33 (1) of the Municipal Elections Act for compliance audits regarding candidate campaign finances.

The Compliance Audit Committee serves for the period commencing November 15, 2022 to November 14, 2026 on an as required basis only. Members cannot be trustees or candidates, staff members or registered third parties.

Student Trustees

When a vacancy occurs mid-term, the Education Act provides two alternatives to the Board for filling the vacancy; 

a) the remaining elected members shall appoint a qualified person to fill the vacancy within 90 days after the office becomes vacant, if a majority of the elected members remain in office; or 

b) a by-election shall be held to fill the vacancy, in the same manner as an election of the board, if a majority of the elected members do not remain in office. 

After careful consideration of the options, trustees determined that holding a by-election would provide the residents of the City of Richmond Hill with a fair process to democratically select their representative.

Trustees directed staff members to communicate with the Clerk’s Department at the City of Richmond Hill to initiate a by-election. More information, including timelines and polling locations, will be made available through the City of Richmond Hill. The Board website will be updated as information becomes available.

Whenever there is a trustee vacancy, the Board of Trustees carefully considers the options available. 

Trustees carefully considered the options and determined that a by-election would ensure the residents of Richmond Hill would have a fair process to democratically select their representative. Trustees appreciate that there is a cost to the by-election, however wanted to ensure the process was fair, democratic and transparent. 

 

Trustees have directed staff to contact the Clerk’s Department at the City of Richmond Hill to initiate the by-election. We will work with the City and share information, including timelines and polling locations, with our communities once we have that information.

The estimated costs for a by-election varies depending on the voting methods used. The Town of Richmond Hill and the Returning Officer, at their discretion, will determine the by-election methodology and provide the school board with an itemized costing.

The Board has $1.4 billion budget and has established accumulated reserves; therefore this cost can be covered without affecting classroom expenditures.
